There are many applications and programming
enviroments for PC, MAC, Unix, Linux, BeOS..., that
allow to assign any input to your computer [mouse,
keyboard, video, MIDI] to whatever MIDI controller
you want [mod wheel, pitch, volume, velocity...].
As far as I know no Operating System or Computer
allows this by itself. Surely not MacOS. You'll
need an sequencer or one of those applications.
Computers today are fast enough that's also possible
to create and/or modify audio in realtime. Most of
these tools also allow control for it.
.... I mean, they'll let you do a whole lot more than
just assigning controllers.
