MP3 multitracking

I am curious if people here know of an app that can handle MP3s in a multi-track format... where one could mix the MP3s directly without converting to AIFF/WAV/Sound Designer. I'm specifically interested in working with sounds at other than usual bit rates in order to end up with tracks at other than usual bit rates without having to go through two conversions at either end. Any suggestions?
