1) Alex Galloway "Snap to Grid" (200) : a more self-consciously sunjective
approach to new media theory, using examples from net-art, experimental film
and (gasp!) painting to make his case.
2) Lev Manovich "The Language of New Media" (2001) : the textbook of new
media, at least for a few years. Overview of theory and developments of last
10 + years. Everybody's talking about it.....
re: PC-based MAX-like apps
1) Pure Data (or PD for short) is a PC implementation of MAX/MSP principles
that is "under construction", as they say, along with a collection of video
tools called GEM. Cons: seriously short on objects, and it is steep on the
learning curve. Pros: freeware & open-source. Viva la open-source community!

2) Audio Mulch is my favorite DSP tool right now. A poor-man's Reaktor/MAX
combination, it is ugly as sin but very very user friendly with many native
granular synthesis toys to play with. Extra bonus for being VST plug-in and
external MIDI device compatible. It is also very cheap to buy a license
(US$50 vs US$350 for MAX, and maybe twice that for Reaktor...). It is NOT a
programming language, however, so you will run into its limitations fast
enough.
