Unfortunately though, in respect of most current Western political systems,
it is not the 'action of a man' which makes any difference, more the
inaction of a people. If a people hold fascist/capitalist/communist (or
perhaps soviet socialist to more accurately describe one particular system)
values without proclaiming themselves to be fascist/capitalist/communist,
and live in a country where actions against other people are carried out by
'power' in their name (through a so-called democratic system or otherwise),
then it is their inaction which implicitly supports this.

When things start to go wrong in political systems, it is not the voice of
the masses which is to be feared, but their silence.
