Yeah, we shouldn't use any technology for anything beyond it's original 
intended usage.  This is really quite a big problem and I only see it 
getting worse in the future.  I think it calls for immediate legislation, a 
bureau of enforcement, and perhaps some type of smart chip that can regulate 
usage.  Write your congressman.
