by what means would these fees be collected? who will enforce this?
this looks more like bureaucratic posturing than anything that could be
upheld in the 'common stream'.
they seems to view this through the eyes of the 19th century and reams of
paper
in the u.s., will the fcc be going after 'pirate' web stations, as they do
with violators of the RF spectrum?
