So the thing to do is create an independent clearing house for
"marginal" (sorry!) artists that would provide appropriate fee/free
structures for Internet radio and other outlets for their work.

As far as an appropriate "free" structure (don't know about fee structures) couldn't it just be a properly worded legal disclaimer that could be printed on CDs and posted on label websites that would operate similar to open source or shareware licenses? Something like "This music may be broadcast freely by non-commercial radio stations."
