Surely a better approach would be to legislate that people HAD to buy
CD's - that would be much easier to enforce I would imagine. You 
would submit your reciepts with your tax or something. That way 
they wouldn't care about copying. Of course independent CD's 
wouldn't be counted ( on account of them containing actual music 
rather than product)
