Panel Discussion: STATE OF THE ART

The increasing ubiquity of digital technology and the Internet offer
fresh opportunities for audio and video artists to embrace novel means of
expression. As with all successful technologies, however, this is a
dual-edged sword. State surveillance has increasingly affected not only
our daily expectations of privacy, such as the confidentiality of
telephone conversations, but also our ability to express our passions and
desires in music and art. Likewise, copyright continues to be a topic of
contention in an increasingly digital world that threatens to stifle
contemporary artistic, as well as political, practices.

The links between digital technology, surveillance, copyright, art, and
political expression will be explored in this panel discussion featuring
NYC's social commentator and musician Paul D. Miller aka DJ Spooky,
Montreal's tobias c. van Veen (McGill) aka DJ tobias, and Vancouver's
Terry O'Brien (SOCAN), Brady Cranfield (SFU), Fred Pradel aka DJ Lace,
Aleksandra Dulic (SFU), as well as Stephanie MacKay and Ed Jordan aka
NomIg. Moderated by Chris Daub (UBC), this free event is split into two
sections: Freedom of Movement and Freedom of Interpretation.

1. Freedom of Movement: UK cameras and surveillance laws; the US Gov't
ruling on webcasting & the RIAA; loss of privacy in UK, Canada, US; FBI
vs. Rhizome.org: Carnivore packet-sniffing.

tobias c. van Veen will speak on the relation between the recent US Gov't
ruling on webcasting rates and the loss of intellectual freedoms.

2. Freedom of Interpretation: Fair Use; ownership/intellectual property
rights; appropriation vs. sampling; cultural / historical appropriation.

Terry O'Brien will introduce these topics by drawing on his twenty years
of experience working and surviving in the "belly of the beast" at BMG
and SOCAN.
