Welcome to the list.  If you want to do it _just_ like
Curtis Roads, it's best to use his software:

Pulsar Generator:

Cloud Generator:
ftp://ftp.create.ucsb.edu/pub/CloudGenerator/

Both are for Mac OS 8/9.  I don't think he has any OS
X software.
