Sounds like the problem is with the human ear.  Around 3Khz our ears are
the most sensitive, when you go up or down from there they become less
sensitive.  There's a graph of loudness respone on this page (random

If you want everything on the cd to sound about the same loudness,
you'll have to turn down the volume on the rest of the cd.  

Most people know of this phenomenon from bass response; if you want to
hear the bass you gotta turn it waaay up.  Same goes for the really high
frequencies as well...
