beautiful compression

Hello,

Does anyone know if there exists a plugin or similar piece of software 
which simulates the effects of lossy audio compression algorithms 
(poorly encoded mp3s, old real audio, etc.)?
If so, I'd like to hear about it.
If not, it occurs to me that such a piece of software would be a great 
project for the more DSP inclined. The effects of such compression are 
fast becoming familiar to the general computer using population, 
insinuating their way into the public subconscience, or  something like 
that, and what with the general popularity of the "aesthetics of 
failure" I think such a plugin could be hugely popular. Maybe the next 
big trendy vocal processor...

Wait a minute. Did I just see something like that in an ad the other 
day?

P.S. Obviously one could create the effect by "simply" encoding the 
audio and recording/decoding that, but although that might have a 
certain cachet, it's much less tweakable and much more laborious.
