it all depends who you are distributing it too:
Festivals, Computer dudes, Consumers or labels.

Of the above AC3 would be your safest bet.
All DVD videos are required to have AC3 for their multichannel
format, DTS is optional.  Dolby Surround is multichannel
but not really discrete enough and too phasy at times.

Other options are to provide someone mutichannel AIFF/SDII/WAV
files with the correct matrix assignments.  Or provide a DA88 tape
of the same.

Burning your own DVD with AC3 audio seems relatively easy
to do with tools out there right now.  DTS may be a little trickier.

You must remember that what ever format you deliver
all depends on what your "listener" can play.
