this is saying that because people are giving all the money to iraq, they
can't afford to give money to other needy people in the world.  I don't
think that really supports your case.  AGAIN, if the leader of their country
would have followed UN resolutions set as conditions of the 1991 ceasefire,
the people of iraq would have suffered less.   however, they still would
have suffered under the rule of SH.
