Yes, according to McLuhan. But the point is: is Kim changing or challenging
McLuhan, or simply repositing McLuhan's mantra?

If repositing, this would imply that Kim's reformulation holds the same
meaning as McLuhan's, which would undo much of Kim's theses that follow in
his written work, theses which implicitly follow a shift or difference in
this reformulation that remains, so far, unthought, and unexplicated.
Perhaps this is, indeed, an unconscious or unwilling effect of only an
intuitive statement that has not been thought to its limit.

Or, perhaps Kim is attempting to draw a distinction between tool and medium,
which means Kim needs to deal with McLuhan's formulation in more depth, and
come around to writing this difference.

Otherwise, the repetition of 'the tool is the message' remains somewhat
meaningless as an axiomatic. Perhaps it IS a mantra.
