I agree the EFF proposal is not perfect but I disagree that it indicates that
EFF have economical interests in networks/ISP:s I think it indicates that EFF
is facing the fact that ISP's are a powerful party and ISPs are going to
increase fees anyway as soon as they are asked to pay in any way for file
sharing royalties. EFF seem to me to be leaving the method of collection open
to suggestion, possibly more accurate data through digital object
identification. EFF's concern I think is to balance privacy with accurate
collection data that is not distorted.
I am not a member of EFF and I am not employed nor affiliated with any ISP.
Maybe there could be many collection societies not just one big one and music
files of artists that would otherwise be ignored may be identified and
remunerated?
There is another proposal I read that has been put up by a Law Acadenic in the
US where the revenue is gathered from a levy on storage devices.
Any blanket licence scheme wherever the money is sourced from and whether it
is voluntarily run and negotiated by industry or a statutory compulsory
scheme with a Govt run Collection Society will be subject to the sort of
problems you raise. I think I would prefer fighting for proper representation
and accounting from a Collection Society than having my house raided by RIAA.
