[microsound] ot: temp folder and broadband

i've just returned from france to england after two years absence to 
discover that my parent's computer is in serious need of maintainance. i 
need to know if the files one finds in c:\windows\temp (windows 98) can be 
deleted or are they integral to the functioning of the computer?

also, can anyone in the uk tell me the name of a cheap but good 
adsl/broadband/high speed internet provider.
