Most (all?) apps will let you automate volume at
various points in your mix. ACID, Ableton, Mulch, etc
You can also 'add' a fade-in or fade-out in Soundforge.

Re: Sieste, sounds like you want a side control filter
or gate that you can tune to pulse or block certain sounds.
I think Blockfish is really good.
