Paris is pretty calm in august. The "batofar" (a boat on the Seine)  plays sometimes some interesting stuff, though mainly danceable (ie, ninja tunes). The Ircam might have an interesting program, i  haven't checked it yet. The Palais de Tokyo plays some stuff sometimes, for instance i've seen Merzbow last Thursday. 
Most of the interesting events here are "independent", ie they happen in small places, squatts, etc. So it is very difficult to know about them before a week or two before they happen. Last summer I've seen some interesting performances in "Les Frigos", but i don't know what's going on there this year.
