I feel a little awkward as I feel I've been misunderstood.

being known in asia, I argued that people in a lot of part of the
world don' t have access to music of great importance.

I don' t think so. They are not known either for political reasons
(that's why shostakovic is known, because he was cooperating with the
state), either due to lack of "edjucation" (well I insist this is not
the right word but there is no word in english to describe what I mean).
A culture may turn down another one, only if there is the chance for
the 2 cultures to met each other. If you keep one culture closed and
away, then surely another culture may not be part of this one, but
you can' t argue that people turn down other cultures because of
their own! They don' t turn down anything, they don' t even know
other cultures really exist, well they do know of their existence but
they don' t have the slighest clue of what they are about...
It' s like religions. One is christian and knows there are muslims or
budists, but he knows just that, nothing more... It' s not they are
not part of his culture, it' s that he was never introduced to their
cultures. So I would erase the "as it is not part of the culture"
part of your post.
