most dvd authoring apps let you define an 'action' to be performed at the end of a chapter/disc etc...i use sony's dvd architect and simply define the end action to return to the beginning of the disc. i use this alot for kiosk videos, display ads etc........

if you're willing to jump through some hoops, PgcEdit is a fantastic little application that lets you edit the DVD menu code at a low level. it will let you do anything you want to...
