To my knowledge, it's very dependent on A) the sound card(s) in your
machine, B) the drivers for card(s) and C) how individual pieces of software
deal with your grabbing your audio resources.  Many shareware and "consumer
audio" programs in particular will refuse to play if they think another
program is using your audio resources (at least under win95, 98 and 98se) -
realplayer, for instance, craps out with an error message if I have any
other audio programs open, regardless of whether they're currently
outputting audio or not.

All of which is a not-very-helpful answer, but more to confirm to t.obias
that it's not just him.

BeOS is almost comically good at having multiple simultaneous audio threads,
by the way.  Though there's only a very small handful of interesting audio
apps available for it.
