What about Sonic Foundry's Siren? There is a free version and .OGG
support, and at least for .MP3 the quality of the encoding seems quite
good; I have yet to test it for .OGG encoding. Of course it is for Windows
only as well as a bit bulky and awkward, and on the Mac - where I do most
of my encoding - I have not explored the options. Perhaps iTunes (nee
SoundJam) could be convinced to evolve...
