Is it, though? Tools may provide a vocabulary of a sort that will have its
own linguistic limitations (which seems to be the issue being weakly
bandied about of late), but the whole of musical meaning is not contained
in the algorithms or circuitry or string gauge of your (or their) chosen
instrument. So, there seems to be something additional to the music than
the tools, which is not covered by grafting McLuhan onto computer music.
