My understanding is that different frequencies of sound are picked up by
different nerves/hairs in your inner ear. While a short period of loud noise
will knock some of them out temporarily, longer durations will cause
permanent damage. The ringing sound you hear is the higher frequency
reception not working; when it can no longer self repair you brain will stop
listening to that part of the bandwidth, hence the reason your hearing range
decreases over your lifetime.
