I'm not so sure about that. "Experimental" or "avant-garde" can be the
modus operandi for some artists. Their work isn't meant to be a means to
an end, it *is* the end. For example I don't think John Cage was trying to
perfect some sort of concept or technique with his pieces.

Maybe you should expand on this cuz that's a bit of a blanket statement
and there are a lot of implications to it.
