here's my [overly]simplified view of the matter:

sampling = musical quotation (as seen in classical music, and not only, for hundreds of years).

remix = an arrangement, setting, resetting of another 'song' (as seen in classical music, and not only, for hundreds of years).

Nothing has changed in that respect except for 2 things:

1. The technology (which affects the way it is done)
2. The quality of this 'aesthetic'.  In the past a composer would use these techniques in order to 'express in his/her own words' the same material or quote it for various reasons.  As a result it would, usually, be well crafted (as well as any of his/her work).  Nowadays, anyone who knows how to point and click does it because it's easy, simple and it's a form of instant gratification.  Some do it well and actually put some thought and effort into it (is this art?), others just do it(TM).
