this depends on what your understanding of 'new' is, and in turn, your 
ideas of intellectual property (in the loose rather than legislative 
sense), and what your expectation of 'progress' is.  [all of these can be 
defined differently from the traditional eurocentric understandings.]

....would anyone more informed here care to chime in something about 
deleuze/guattari/rhizomes?  or am i totally off the mark?  can't say i've 
ever read any of their stuff.
