Way OT here but...
If by "samples" you mean samplers then OK. But hip hop used breaks from records from the very beginning with DJ Kool Herc. Then when Sugarhill first started recording stuff in the studio they just had the house band play versions of those breaks that DJs played at parties, so it's still "sampling" of a sort.
