Pavel Lungin's  Taxi Blues  belongs to the Glasnost period , it is great and
seems to be available world-wide.

>From Soviet era I would recommend any one of Mark Zakharov's movies - very
theatrical ( he's basically a theater director) and always filled with great
music, but I'm not sure you can get them outside Russia.

"Moscow Parade" by Ivan Dychovchny stars Ute Lemper and beautifully depicts
the Stalin-era Moscow.

Of Freaks And Men  by Aleaxey Balabanov is a great post-Soviet era movie,
that's been compared to Lynch and Greenaway.
And many many others, of course :)
