I can recommend the ac3 plugin for nuendo. Works fine.
Dvd architect 1.0 by sonic foundry works fine to burn video and ac3
files to dvd.

You dont say which platform, but for MacOS X there's DVD Studio Pro
(from
Apple) which includes the AC3-encoder. They recently lowered the price.
I'm very satisfied with this product. I have no experience with
Win/Linux packages.
