fruity loops (pc only) has powerful sound manipulation functions. you can 
also use vsti's and vst effects in it. you can open reaktor session 
instruments and effects within it. there is a built in granulizer generator 
which can produce some neat microsoundish things. you can even open fruity 
loops as a vsti in VST. fruity loops has nice built in synths too.

oh yeah, reaktor session, although i haven't installed it yet, in theory and 
from reading reviews has some really great instruments, synths, sequencers 
and effects created by reaktor pros. you can also download over 1000 
instruments online that have been created by reaktor users.

i hear reason is an excellent program as well.

you can do just about anything with a pc that you can with a mac (musically 
speaking) minus max msp. i'm sure some mac guys may argue this point. 
whatever works for you use it and spare the platform arguements.
