[microsound] Project Guidelines

Hi all,

Hoping to help on the setup of mp3 projects, I have posted
a project guideline page on the .microsound.org site:

http://microsound.org/guidelines.php

This way we can easily refer to them.

Of course, these are just a general guide, based on what we have
used so far. Any and all projects can have its own unique guidelines.
