Perhaps there could be a way for listmembers to post promo material through 
a website (the twiki thing?) that would then get sent to the list.  That way 
passwords could be given to active listmembers to post promotional material 
but outside of that there would be a strict "no promo" policy.  I don't know 
if the idea is at all feasible but it may be a way to keep the promo 
postings to a minimum.
