I' m by no means a expert on copyright but i do believe this is already
allowed, at least in europe and at least for promotion. I hear djs can make
a mix, using any tracks they want and put it on cd to promote and
demonstrate their skils (hoping to get gigs). I believe there is a maximum
of 3000(!) copies and those need to be marked "promotional use only, not for
sale".

Needless to say this is being abused. particularly to get past the record
plant's copyright checks, unknown (or uncontactable) artists and royalities
but in concept i think it's a good idea. It's a bit sour for artists that
normally sell a few hundred records to be on a 3000 copies mix but like in
Rob's "disco route" example on might get lucky. Legowelt is currently
touring Japan, you can wonder wether he'd ended up there just based on his
admireable production skills without a "disco route incident", mixes and
club exposure are wonderfull for the promotion of styles outside of the
scope of radio and tv.
