I think you are a bit hard in comparing US vs. europe. Electronic music and its tools has been dominated by US/canada, europe and japan and trying to determine what part was developed where is impossible (and not very interesting).
On a technological level I'd say everything is pretty much even around the globe. Computers, sound tools and know-how are available at low cost everywhere.
Wire is a great mag. But another of my favourite magzines is published in the US, Wax Poetics. I'm sure there are others.
I've been going to live performances, mostly in sweden and finland, of EAM since the 70's when electronic music actually had an audience to the sorry state we are currently experiencing with smaller and smaller audiences.
I dont know what to do to reach outside the current clique. For a while I tried visuals but they tend to "take over". currently I'm experimenting within the good old text/sound tradition of scandinavia.
