Buenos Aires is flooded with internet cafes.  I was surprised, because 
broadband (and of course dialup) is available there and computers 
aren't absent.  I think that in general internet cafes fail around here 
(Houston area, TX) because they are overpriced relative to the cost of 
private broadband access.  The fees there are unbelievably cheap, more 
so with foreign currency.  And just to stay on topic, though the middle 
class has all but fallen out from the disappearing economic floor 
there, there are lots of whiter than white Argentines.
