This would explain why it often takes forever to receive a package from Canada and several other countries. ;-) 
 
And it's appropriate that Oscar the Grouch is at the bottom level, because when a terrorist threat is low, the Cheney Administration gets grumpy and needs to create more enemies to justify an increase in military spending and citizen oppression (aka "Homeland Security").
