Just upload it and link to it from various sites (and perhaps send
the link out on mailing lists). For a one shot deal, it doesn't make
sense to do a podcast. If you were planning on releasing things every
week though, a podcast is certainly a good way to go. Just make sure
the site has links to download without worrying about the podcast, as
not everyone (myself included) bothers with them.
The wikipedia article is a good start for information on what podcast
is and how to use it, but it is probably a bit more than you need to

A quick bit of Googling can help you out if you want to create your
own. It is basically as simple as uploading the mp3 and an xml file
that contains the correct information.
