For mp3's it is if you use mp3 lame with a program called all2lame.
Though if you rip form cd's (what i guess you do not) use Exact Audio
Copy. If possible try to avoid iTunes, it is a bit flacky for these
kind of things.
If you want higher quality, but not bigger files it is suggested using
ogg vorbis.
For losless compression Flac is recommended.

that is the best place to learn about settings for compression and
related stuff. There is a big community who are all into these kind of
things and they clearly know what they are talking about.

Flac for lossless or Ogg for lossy. Using truly free and open formats
is important IMO.
