The extra tracks on Japanese releases are included as an incentive for Japanese consumers to purchase the Japanese release rather than a less expensive import release.  Japanese releases are very expensive even in Japan, 2400 - 3000 yen a cd (about $24 - $30).  In Tokyo it's cheaper to purchase an import from the US or UK than it is to buy the domestic Japenese version.
