"smoothing" dsp

hey, looking for PC software/directX plugin that will "smoothe" some very
harsh digital noises. ie: create similarities in different glitches EQ-wise,
or work similar to a reverb effect and connect sounds, or anything else that
might be thought of as "smoothing" over some sounds. or, even just something
to "clean up" digitial glitches might sound good, something that would for
example make digital low-fi (think mp3 64k) hihats sound more natural.
(although it wouldn't be used on hats...)

also if anyone has techniques they would share in this realm that would be
appreciated.
