interesting topic, richard. i can tell you that in my own work, i have seen very beautiful digital image distortion as a result of my consumer level studio-dv video capture box being seemingly unable to lock on a video signal. it's reminiscent of the occasionally terrifying kind of video glitch you will see on digital cable or satellite tv images.

this has turned out to be a rather roundabout but fruitful way of creating distorted still images that i myself have only begun to explore. make a video of the source images, burn it to dvd, play it on my trash-found dvd player, mess with the dvd player circuits, thereby resulting in the studio-dv box losing the signal and yielding some fancy garbage.

if you go down the road of creating image distortion software, this may give you some algorithmic inspiration.

What I want is to take a file and either through a plugin or by directly
editing the file, randomly corrupt or "glitch" it up. I'm not familiar
with the structure of jpeg files enough to be able to do this but still
have it open in standard programs. I thought about copying the files
to floppy disks and leaving them on some speakers for a while... : )

With the interest and experience for this in regards to audio, I was
hoping
someone might be able to offer a suggestion for image files.
