yep - I did similar stuff (okay, the user input is only voting for songs 
....) here: http://pdradio.iem.at

I did it with Zope/Python/Pd: all the user management etc. is managed by 
zope - then in zope and pd (with pyext) is running a python script and 
these two communicate via xmlrpc ... which is quite powerful and not 
really much latency, but anyway, in my situation latency is not that 
critical ...
And of course all the streaming, speech synthesis, ... is running in PD.
