Yes, Pd is like a free version of Max/MSP, and can do video and OpenGL
graphics (but so can CsoundAV).  Be warned, that documentation is
disorganized and sparse, but you can get ample help from the pd-list. 
See more at http://puredata.org to get started, or download the
extended version maintained by hc Steiner at
http://at.or.at/hans/pd/installers.html, it has a lot of externals,
which are add-on objects that extend the capabilities of Pd.

Good luck, and remember, you can do a lot of neat "glitchy" or
academic manipulations even using really standard software like
reason, if you know what the basics are.  You should get a copy of
Curtis Roads' "microsound' to get an idea of these techniques.
